The rules of the NYFL are put into place to ensure the safety of everyone and to provide a place where learning values through the sport of football are fair and balanced. If there is a particular question about understanding a rule, please contact the NYFL and we will be more than happy to help clarify what any rule means. It comes to a surprise that many of the rules of the NYFL are not created or modified by just one person. In fact, it takes an entire committee or volunteers to collaborate on a rule and to make a change.

There are several administrative officers and committees within the NYFL. Each serves a separate purpose. The order of report is given below. Officers are volunteers and elected to their positions on an annual basis.

NYFL Administration Responsibilities
The Board of Directors is the presiding authority of the League. The by-laws, league rules, and daily operations of the League may be altered pending approval from the Board of Directors. The President represents the Board of Directors and enforces the day to day operation of the league, including the administration and enforcement of all rules and management of the administrators, staff, coaches and volunteers of the league. The President's decisions are temporary until ratified by the Board of Directors.
The Board of Directors has the right to Interpret, Add, Amend, Revoke, Suspend, or Delete any rule contained herein in the spirit of fair competition, at any time.
A league officer or administrator may not approve changes to game play or game rule variance verbally. Any motion to provide variance with regarding any game rule variance taken by the league must be done in writing and approved by the League President and League Commissioner before the requested action is carried out. A copy of this variance will be submitted to the Board of Directors.
The League President, Vice President and League Manager have the right to remove anyone from a League activity at any time.
The President schedules all games prior to the start of the season. Any game that needs to be rescheduled will be done by the League only. The League determines the date for the start of practices.
Any injury on a practice field, game field or League event is responded to by calling 9-1-1.
No member of the League will transport any player or cheerleader in an open air vehicle.
The following documentation is required for registration:
Original player's birth certificate.
Original utility bill showing address of player.
Parent Driver License. Only Parent or Legal Guardian can register their child.
Personal checks are not accepted (NO EXCEPTIONS) for player registration.
Declared Registration: A Parent may register a player without the required documents listed in item 1. This is a "declared registration" and the Parents agree to provide the required documents before a player can be "certified" to play games. The player will remain "ineligible" until the registration documents can be provided to the Registration Committee.
A player may only register for one team. That player cannot play on different teams. A player may not play in a different football league and play in the NYFL. A player may not participate in high school football and in the NYFL in the same season.
The player and parent must be present at time of registration. The player must be present for player weigh-in. The player's picture will be taken at the time of registration for the player card.
The League scale is the official scale which measures the league weight of each player. The NYFL will allow a physical signed by a doctor declaring the player's weight as a means of meeting registration requirements for those out of town, however before practice starts, the player must have his weight certified by the league.
A player who does not meet the age and weight requirements of a division cannot play on that division unless every competing Head Coach in that division signs an "Acceptance of a Player" form which must be approved by the League prior to the start of games. This "Acceptance of a Player" must be completed on the Official League Form. This form must be retained by the Head Coach in event the Player is challenged.
The League reserves the right to move a player to the division deemed safest for the player. "Special needs" children have special consideration in the League and will be accommodated without endangering the safety of themselves or other children in the League.
The cost of registration will be $210.00 for all division and $65.00 for cheerleaders (Cheerleader uniforms are NOT included in the registration cost.)
Up to 32 players can be placed on a team, assigned by Zip Code. There are no reservations or holds for registration and player registration will be done on a first come, first serve basis. There may be up to 20 cheerleaders per team.
July 31st 2016 is the benchmark date for the official league age of the spring seasin and July 31st 2017 is the benchmark date for the Fall season. The age of the player on July 31st is the league age of that player for the season.
The league reserves the right to remove any player, parents, coaches, or participant of the NYFL as they league deems necessary.
After a player has registered with a team, that player must remain on that team unless the Registration Committee has made an error OR both Head Coaches involved with the player agree to the transfer. In this case a "Request to Transfer" form must be signed by both coaches and a parent. A Parent is responsible for obtaining the Official Team Transfer Form from the League and obtaining all required signatures before the player can be transferred. The League reserves the right to move any player to another team or division if it is deemed in the player's best interest.
Players may move up one division by providing a written waiver signed by a parent or legal guardian, relieving the League and League's insurance company any responsibility regarding safety and/or negligence should the player be injured.
All players must be registered with the NYFL before the player can participate in any NYFL event.
The spring season has an open registration meaning there are no team assignments made by zip code at registration. Players will have the elective option of registering with the team closest to their zip code which still has vacancies.
The Nevada Youth Football League does not provide player equipment (ie: Helmet, Shoulder Pads, 7 piece pad sets, chin straps, hard cup, socks or cleats.
The Nevada Youth Football League does not provide a "Game Jersey," or "uniform".
Variance Forms are not required in the Spring season and Fall Season.
Game-day Check-out and Check-in Procedure
On Game-day, each team will line up for check-in by the League Commissioner. The Commissioner will check that each player is wearing the appropriate protection.
Each player's player card will also be checked to ensure that the child on the team is the child who registered.
Challenges of a player's validity to play may be made by the opposing team's coach at this time.
After competition has ended, the League Commissioner will check out the team's play count sheet which records the number of plays for each player.
The play count sheets are kept by the League Commissioner until the next game. Parents may request to see the play count sheet within 72 hours of the game ending.
All players must be registered with the NYFL before they can participate. Players must have a doctor's signed physical turned into the league before he/she may participate in practices or games..
Nothing is to be worn under the helmet or over the face during team check in, practices and games. No jewelry, bandanna or other related items or clothing should be worn during practices and games. No sweatbands are to be worn on the outside of game pants.
All mouth guards are to be attached to the facemask.
Shields are permitted and can be of "clear" type only.
Sponsors or business names cannot be placed on uniforms or helmets.
NO NICKNAMES ARE TO BE ON PLACED ON THE UNIFORM. If placed on the uniform the league will have you remove them at your expense.
Head Coach's Responsibilities
Head Coaches and the coaching staff participating in the program shall be held responsible for their knowledge of all National high school and league rules.
The Head Coach is responsible for the actions of his staff, team members, parents, and fans because the coach's actions will dictate the responses of those on the team.
Sin City Referee (S.C.R.) has the right to suspend players or coaches from games. In addition, S.C.R .has the power to remove anyone from an NYFL event. Any such suspension will result in an "unsportsmanlike conduct" infraction and will result in disciplinary action as defined in Appendix A: Rules Infractions and Penalties, League Personnel.
Once a game has started, S.C.R. is the presiding authority on the field. The NYFL will not interrupt or stop a game or reverse a call made by the officiating officers from S.N.O.A. As in all sports, officiating is subject to human weakness and there will be errors, so expect them on a youth level of sports. Good calls and bad calls are part of the game.
Coaches are expected to support the ruling on the field and set an example of good sportsmanship for the players and parents.
Prior to the start of a game, if a head coach determines there is a "conflict of interest" in officiating due to a family relationship with some member of the officiating crew, the head coach may request an inquiry from the Commissioner. If a conflict exists, the officiating crew may be replaced. This has to be done at least 1 hour prior to the start of a game. Once a game has begun, the officiating crew cannot be changed.
There shall be no more than eight (8) staff members per team excluding; a Cheer Coach, Team Mom, Business Manager, and EMT or first responder.
During games, all head coaches, staff members and players must remain in the designated Coach's Box. Fans must remain behind the rope barrier and 5 yards from the Coach's Box at all times. Failure to remain off the playing field will result in the game being halted until all fans, players and coaches are in compliance. No one may sit in the end zone and watch the games. No one may sit or stand on the opposing team's sideline during competition.
All team staff must have a ID card issued from the league to be in the players/coaches box during the game.
The head coach is responsible for preventing parents and fans from entering the game field during competition. Violations will result in a 15 yard penalty.
Show consideration for all personnel connected with the league at all times. ANY PHYSICAL, VERBAL OR PERSONAL ABUSE OF A S.C.R. Officials or LEAGUE OFFICIAL….BEFORE, DURING OR AFTER A GAME WILL BE TURNED OVER TO THE LEAGUE FOR REVIEW. (See League Infraction Matrix) and may result in life time suspension.
Any adult member of this league charged with an offense will be suspended from all NYFL events pending the outcome of said charge by the Grievance Committee.
League officials – President, League Manager, Directors, Field Commissioners or Game Officials (referees) have the authority to eject any person, (i.e., coaches, players, cheerleaders, parents and fans) from any NYFL event at any time. Any person ejected from an NYFL event will be given five (5) minutes to leave the event. The game in progress will stop until the person has left the event. If the ejected person refuses to leave an NYFL event, the NYFL will notify the Park Marshals to remove the person and the person will be charged with trespassing. The team associated with the person may have to forfeit the game.
The Nevada Youth Football League reserves the right to accept, deny or revoke membership to anyone in the league at any time.
All volunteer coaching staff members of the NYFL must have a current volunteer application and police background check on file with the League and a Coach I.D. Card to participate in the NYFL.
Any member, coach, volunteer, player, and cheerleader whose actions or activities are detrimental to the NYFL is subject to disciplinary action or dismissal by the League.
No alcohol, tobacco or drug use is tolerated at any League event, including practices and games.
No profanity will be tolerated by the League.
In the event of an injury it is the parent's responsibility to inform the head coach and to help assist with any insurance claims within 7 (seven) days of said injury and to provide the NYFL a copy of all insurance claims for verification with the insurance company. Unreported injuries or accidents not filed within 14 days of incident to the League President will not be accepted.
The collection of the $100 team registration fee is the Head Coach's responsibility. You may ask parents on your team for assistance in finding someone, a business or person who can help sponsor the team registration fee. Asking parents to provide additional funds to meet the team sponsorship requirement is strictly prohibited. The team registration fee must be paid to the League prior to the start of the first Game. After the first game has started, any team that has not met their team registration fee commitment will be ineligible for post season play. Any coach who committed to have a team and did not pay the registration fee will not be found a coach in good standing with the league and will not be given a team in the future.
It is a head coach's responsibility to have a team banquet/award ceremony at the conclusion of the season. This banquet/award ceremony can be very basic with a simple certificate of participation and meeting at the local pizza diner or as elaborate as trophy presentations. Regardless, the NYFL expects every team to have a banquet/award ceremony. Team banquets must be held within six weeks of the conclusion of the team's last game.
A coach in good standing with the Nevada Youth Football League will meet all of the criteria in his head coach's agreement. If a coach is not found in good standing with the league, the coach may lose his right to return as a coach in future seasons.
All players and cheerleaders participating in the League must be registered with the NYFL. Failure to do so will result in a lifetime ban from the League. Any coach found with non-registered or non-certified players participating in a league event (including practice) will result in a lifetime ban from the league. Any non-registered or non-certified player found participating in a league game will result in the forfeiture of the game by the offending team. Spot checks by league administration will occur from time to time. "I didn't know" won't be an acceptable defense. It is your responsibility as a head coach to know both the players and cheerleaders on your team.
The head coach will not allow anyone to work with the players or cheerleaders on your team who has not received an I.D. badge from the league. The head coach is liable if the coach permits anyone working with children without the knowledge of the NYFL.
Coaches must re-apply for a team each year and must be approved by the League. Returning coaches have the 1st right of refusal for a team, pending league review of disciplinary actions and/or grievances received by the league from the prior year.
All coaches will have a background check performed by the Metropolitan police dept. and provide that background check to the League. Once this has been reviewed, an I.D. Badge from the league will be provided. This I.D. Badge must be worn at all NYFL events.
Problems with the background check must be cleared before being assigned or working with a team.
In the event of an emergency league meeting, a team representative must attend or there will be a $50.00 fine to the team for the first offense second offense you will be removed as the head coach of that team.
At least one (1) team staff member or team trainer must be CPR certified, have basic first aid knowledge and be present at all practices and games. The team staff member name meeting these criteria's must be provided to the League. It is a head coach's responsibility (not the NYFL) to make sure the team has qualified personnel to attend to an emergency situation. For serious injuries, call 9-1-1.
All coaches will refrain from handling any player by the facemask.
Each coach will have the opportunity to check the team roster online 24 hours a day. The Coach will be provided with a login name and a password which will gain the coach access to the roster information for those on his team. The names of the children and their contact information is to be kept confidential and not given to anyone outside of your team.
The Death Penalty: A Head Coach who fails to meet his obligation to the team and the league will be suspended for life. Don't take a team and in the eleventh hour quit and let kids down on your team. It is the head coach's responsibility to know the rules, play fairly and to keep the team together. A coach that fails to organize his team and to complete the season is failing the team, players, other coaches and parents and will receive the Death Penalty. This coach will not be allowed to EVER come back to the league. This will be enforced.
Coaching an NYFL team is very time consuming. You do not have time to try and coach in two different leagues or sports and maintain the commitment level required by the NYFL. Don't attempt to do this as it will result in the Death Penalty from the League.
No one will be allowed in either end-zone during a game (i.e. players, coaches, parents).
A forfeit is considered a game.
A team cannot play any unofficial game without the consent of the President of the NYFL.
Each team MUST provide someone from the team to keep track of the number of plays each player participates in during the course of a game.
The official play counter for the team must sign their name and return the team's "Official Play" form to the Commissioner at the conclusion of the game.
MANDATORY Play Rule: All players are to receive a mandatory EIGHT (8) plays in every game, which is a MINIMUM PLAYS (4) plays per half. Should a player not get the appropriate number of plays, he/she will start the next game until those plays are made and receive his/her normal six (8) plays.
The mandatory play rule will be enforced during all games, including playoffs, championships and pro-bowl games. Plays must be contact plays, plays whistled dead by the officials, etc. are not considered a play.
Coaches may exchange game film between teams if they desire.
Scouting is allowed, however all head coaches must comply with all regulations regarding scouting.
Scouting may occur DURING GAMES ONLY. This may include the charting of plays and hand written notes or use of electronic equipment.
Opposing team's practices will not be scouted. Scouting is not restricted to the team's coaching staff, but can be conducted by anyone (player, fan, friend, parent, etc.). All Head Coaches will be held accountable for any violation following this guideline.
Two (2) weeks of conditioning practices are mandatory before any player is permitted to make contact. No equipment will be worn during conditioning practices.
Participating players may keep individual team jerseys after the end of the season. Players who quit their team are NOT eligible to retain their jersey.
Each team is required to use the NYFL assigned team photographer to take team pictures. Any team that wishes to use a different photographer must notify an NYFL representative and pay a fee of $250.00.
Teams will have at least 11 players and not more than 32 players.
A team with 32 players is considered "full" and walk in registrations will be referred to the next closest team with vacancies.
In the event a team does not receive the minimum number of registered players, the players will be notified and sent to the team closest to the zip code in which they live. In the Spring and Fall, players will be notified of the team change and given the opportunity to select a new team.
The head coach will not accept, transfer or drop a player without first consulting the League.
All player transfers must be made before the first game of the season, by submitting a letter in writing requesting the transfer be made by the League.
Before performing a transfer, the guardianship of the players must be proven by an official document, acceptable to the League.
The head coach may release any player with cause pending review by the League. The suspension must be in compliance with all League rules. All suspensions must be documented and forwarded to the League within 24 hours of the suspension. The head coach is responsible for the collection of the game jersey.
All paperwork pertaining to a suspended player will be turned over to the League.
The following are reasons for suspension during the season:< >Any player who misses four (4) practices without notifying the head coach can be cut at the coach's option, pending review by the League. Any player who misses two (2) out of three (3) practices in one week (assuming there is no bye week) cannot play in that week's game. All players must have active participation during practice with attention by the head coach being given to all players. Practices are designed to teach all players the game of football. A coach will be replaced if a child is not actively participating during practice. EXCEPTIONS: CHURCH OR SCHOOL ACTIVITIES. Any player who misses one (1) of the three (3) practices before a game cannot play in the first half of that week's game. EXCEPTIONS : CHURCH OR SCHOOL ACTIVITIES. Once a player has registered with a team, that player must remain on that team unless the League registration committee has made an error, OR both Head Coaches involved with the player agree to the transfer. The League reserves the right to move any player to another team, if it is deemed in that player's best interest. The player must remain in his/her appropriate division based upon age and weight.
Any player who voluntarily drops from a team or is removed from a team by the League or a coach. The head coach is responsible for notifying the league of any dropped players within 3 days of a player dropping.
All funds raised by a team are to be used exclusively for the benefit of the players and cheerleaders. Funds cannot be used for any personal expenses incurred by a coach, assistant coaches, cheer coaches, parents, etc. Personal use of any team funds by any staff member or volunteer will be considered misappropriation of team funds and will be prosecuted by the League.
Team Checking Account
Each team raising funds must have a checking account for the team. The League does not provide team bank accounts. The league holds no responsibility or liability for the team checking account.
The Head Coach or Team Manager must open an account with their team name (example: NYFL Panthers Rookies). The Coach or Team Manager must use their own identification to meet the needs of the bank they elect to use.
It is a good idea to have two required signatures for team checking account.
The head coach is responsible for maintaining the records of all checks written, and receipts for items purchased.
Coaches may be asked to show proof of how the money donated on behalf of the team was spent to the parents or the league at any time on that team. Failure to do so will be prosecuted by the NYFL.
Practices, Games & Scrimmages
Each team will schedule a parent's meeting sometime during the first three weeks of practice.
No teams may start practice prior to the official practice start date set by the League. A practice is defined as team conditioning, play walk-through, any contact between players, etc.
Prior to the start of practice, a team meeting may be held, but no equipment, including footballs, is to be present. This is not considered a practice.
You may fundraise as a team prior to the official practice start date.
Keeping attendance during practice is mandatory and must be available should a member of the League administration ask for it. The head coach will ensure there is sufficient water available during practices and games for players and cheerleaders. There are to be a minimum of two (2) water breaks during practices. A water break must be given after each 50 minutes of practice.
During conditioning weeks, a maximum of 4 practices, 2 hours each may be held, per week. After conditioning weeks, a maximum of 3 practices, 2 hours each may be held, per week. A player must have 4 non-contact practices and 4 contact practices before he can play in any game. If a player is found in violation of said rule the game will result in a forfeit.
All players must have active participation during practice with attention by the Head Coach being given to all players. Practices are designed to teach all players the game of football. A practice is not having children watching the "starters" practice. Each child needs to be actively practicing on the team.
Parents have the right to issue a complaint if their children are not participating in practices and games.
The NYFL works closely with all communities regarding practice fields for each district. The location of practice fields, and day and time periods for use are not in the control of the NYFL. The League desires that each district have adequate facilities for practice within their own districts, however this may not always be possible. The different community principalities control practice fields.
Every team that uses a practice field must leave that field clean. The NYFL will provide a practice field at the start of practice, however if a team is removed by the City, County or School District because the team did not keep the fields clean, the NYFL will not be required to find an additional field for practice. This may result in the expulsion of those teams from the NYFL. THE LEAGUE HAS A NO REFUND POLICY.
All issues regarding park schedules, maintenance, light problems, and security should be directed toward the Commissioner or President of the League. These individuals will work with the Park and Recreation personnel to resolve any issues regarding practice fields. THE COMMUNITY PRINCIPALITIES REQUIRE ALL LEAGUES TO HAVE ONE PERSON DIRECT ALL ISSUES REGARDING PRACTICE FIELDS RATHER THAN COACHES AND PARENTS. THIS IS TO MAINTAIN ORDER IN THEIR OPERATIONS. THEREFORE ALL PRACTICE FIELD ISSUES ARE TO BE RESOLVED BY LEAGUE ADMINISTRATORS AND NOT INDIVIDUAL COACHES OR PARENTS.
If a team vacates a practice field without authorization from the NYFL, the Head Coach will be subject to a grievance by the Grievance Committee. This may put the entire team in jeopardy of further participation in the League.
The league has a Zero Tolerance Rule for Cheating. The league will not tolerate cheating of any kind. Any team found with ineligible players competing in any league event is subject to suspension from play-off competition at the discretion of the league administrators. Any coach or parent involved in a violation of this rule is subject to a lifetime suspension from the league.
All Scrimmages with concern of safety and rule adherement any outside contact activity must be formally approved in writting from the League President.
All games of the NYFL will be played under current National Federation of State High School Associations (NFHS) rules, with one exception. The Nevada Youth Football League rules for Starts divisions will supersede the NFHS rules. This is to ensure stricter rules and fair play is in place.

2. Only 1 coach on the field at a time (On Field Coach must be 15 yards away from player when ball is snapped.
3. No Kickoff ball will be placed at the 5 yard line.
4. Fumbles must be a football move
5. 10 minute quarters. (Running Clock)
6. Interceptions are returnable.
It is the head coach's responsibility to watch for changes in the game schedule. From time to time the Game Schedule will change AT THE LAST POSSIBLE MINUTE for a number of reasons. Some of these may include weather, failure of officiating to show up, field maintenance or city requirements. If a team fails to be present with at least 11 eligible players, that game will be forfeited and a win will be given to the opposing team. A forfeited game counts as a game in the NYFL. IT IS THE HEAD COACH RESPONSIBILITY TO WATCH THE WEBSITE FOR GAME SCHEDULED CHANGES AND IF IN DOUBT CONTACT THE LEAGUE COMMISSIONER. CLAIMS THAT THE COMMISSIONER DID NOT CALL YOU WILL NOT REVERSE A FORFEITED GAME.
If fifteen minutes after the scheduled start time of a game, a team or both teams do not have eleven (11) eligible players present, or a team does not have a coach, the game Officials (S.C R.) or the League Commissioner will declare a forfeit or double forfeit. These games count as a played game.
In some situations, a forfeited game may still be played providing the opposing team is willing to play the game, if officiating is available and if game fields are available. The opposing team is not required to "give up" the win if the game is played. To play under these conditions, the forfeited team is required to pay $500 to the NYFL to cover the cost of additional officiating and field crew, if required.
Points after Touchdown (PAT) is recorded as follows: A run or pass is worth 1 point and a kick is worth 2 points on all levels from starts to collegiate division.
During games, no one is allowed beyond the rope barricade. Only players and coaches are permitted in the coach's box. Only personnel with league sideline passes (i.e. I.D. badge), will be permitted on the field during games. Parents are not allowed to enter the game field during competition.
MANDATORY Play Rule: All players are to receive a mandatory eight (8) plays in every game, MINIMUM four (4) plays per half. Should a player not get their plays, he/she will start the next game until those plays are made and receive his/her normal eight (8) plays. The Mandatory Play Rule will be enforced during all games, including playoffs, championships and pro-bowl games. Plays must be "contact" plays; meaning "free kicks, plays that are whistled dead by the officials, etc." are not considered a play.
The League will penalize any coach found in violation of the mandatory play rule.
A player not participating in a game should still be listed on the roster and a notation by his name as to why he/she is not participating. Use the reverse side of the roster for long explanations. Reasons for non-participation include:
Failure to make required practices
The head coach is responsible for checking with the play counter to ensure all players are getting their required plays.
Team Play Count Sheets are the property of the NYFL and must be turned into the league commissioner at the conclusion of the game. Failure to turn in a play count sheet will result in the head coach having to report to the league for disciplinary action. (See Appendix A).
Under no circumstances are coaches to switch player's jerseys during a game without approval from the league. A league administrator must be present and a reason noted on the team roster. To do so without permission will result in forfeiture of the game. Players are to keep the same number for the season unless the number change is approved by the league.
The visiting team will provide a chain crew to work the game. No opposing players may work the chains.
All volunteers working the chains must be at least 16 years of age.
League approved game balls will be provided by the home team (leather or composite - NO RUBBER).

Collegiate Division, Youth Balls:
All games will have a "stop and go" clock. The clock will stop the last two minutes of each half. Half-time will be 10:00 minutes long.
Rookies, JV, Varsity and Collegiate will play 10 minutes quarters.
Starts will be 10 min quarters running clock.
The Start Division will have a free kick on extra points, field goals and punts.
There is a " Mercy Rule " in the NYFL. Once a team is up by 35 points there will be a running clock for the whole second half. There will be no onside kicks allowed by the winning team.
Overtime will be played using NFHS Rules. The ball will be placed at the 10 yard giving each team a chance to score. It will continue until we have a winner.
Should the league determine a coach has intentionally "run up" the score; the Head Coach will be suspended for next game.
The home team will always setup on the West Side of the fields. The Visiting Team will always setup on the East Side of the fields.
Field Markers are to be set up on the East side for all games. The visiting team (east side) will provide the chain crew. Please be careful of chains and boxes. The team will replace the cost of intentionally damaging this equipment.
Upon conclusion of the game, do not empty team water jugs on the fields or in the player's box. Be considerate of the teams, which must play after your team.
There are no sunflower seeds or shelled nuts of any kind allowed on the fields. Teams caught with any of these will be fined a fee of 250.00.
Each team is responsible for cleaning their sidelines after the conclusion of the games. Failure to do so will result in a monetary fine of $100.00 to the team and a one game suspension of the head coach.
A team's failure to pay an assessed fine within one week from the date of infraction will result in head coach suspension.
You must be at the jamboree with your team ready to play on jamboree day. Failure to show up will result in a 2 game forfeit.
You must check in 30 minutes prior to the start of the game. There are no exceptions to this rule. There will be a $100.00 fine for not checking in on time.
Post-season play is by league invitation only.
Due to some restrictions regarding the NYFL game fields (weather, schedules, maintenance etc.), total number of teams in the league, availability of officiating personnel, it is not possible to have every team enter the post-season play. As a result, up to eight teams in a division may be eligible to compete in post-season play.
When required, the NYFL reserves the right to add teams, adjust game schedules (regarding time) and fields.
When possible and when qualified to do so, the top four teams from each division will enter the play-offs. Teams must have paid their $100 Team Registration Fee in full prior to the start of the season to be eligible for post-season play. Team participation in playoffs is by League invitation only.

Determining Playoffs seeding, the following will apply:

1. 1st tiebreaker is heads up (who beat who). If NO heads up game, go to criteria #3 tie breakers do not apply to forfeit games.

1. Coin toss until there is 1 winner. The Winner is the Higher seed.
A league official will decide what side of the coin represents which team and then toss the coin (letting it hit the ground) in front of the coaches that are representing each team. (No more than two (2) coaches per team).
If a team has no representative(s) at the coin toss, the other team wins the coin toss by default.
If neither team has a representative at the coin toss, a League Official will decide what side of the coin represents which team (in front of a witness) and then toss the coin (letting it hit the ground). The winning team will then be seeded in the appropriate position
Pro Bowl (Fall Season Only)
The Pro Bowl is a good will event in which the players who have been selected are honored for their contribution to their team and to the sport. Players do not receive trophies and there is no designation of first place of second place in this event.
The Pro Bowl gives each player an opportunity to play with the best of the best. Each player receives a Commemorative Patch (which can be placed on their team jersey in the next season) or a Medallion along with a Pro Bowl Jersey acknowledging their Pro Bowl status.
The game played is a token game.
The head coaches with the best season record in the division will be the Pro Bowl Head Coach, pending League review of disciplinary actions and/or grievances received by the League. Should a coach decline to accept the position, the coach with the next best record will become the Pro Bowl Head Coach.
The Pro Bowl Head Coach will select the coaching staff for the Pro Bowl Team. At least one (1) coach from each team participating in the Pro Bowl will be selected as an assistant coach. A maximum of eight (8) Pro Bowl coaches will be allowed per Pro Bowl Team.
Coaches from each team will nominate players from their team for the Pro Bowl. The Coaches of the team will do this selection. Should a Pro Bowl team have less than 32 players, the remaining open positions will be filled from the Pro Bowl Head Coach's regular season team.
Players participating in the Pro Bowl MAY NOT play both ways (offensive and defensive positions). The Head Coach nominating a Pro Bowl player must designate whether that player will be an offensive or defensive player. Even number on jersey will be offense and odd numbers will be defensive players.
There is a $55.00 fee (cash or money order only, made payable to the NYFL) per player participating in the Pro Bowl event. This should be discussed with the parents involved prior to the selection of players. This is a scheduled game outside of the regularly scheduled season games and play off competition, honoring the most deserving athletes from a team. These funds are used to pay for additional officiating, practice field and game field usage and commemorative playing jersey and patches (or medallion). These funds are to be paid to the Head Coach and given to the League no later than one week prior to the Pro Bowl event.
Parents Rights and Responsibilities
1. Parents have the right to know that the President or League Manager has carefully selected each head coach. We have hundreds of applicants that the President or League Mamager considers prior to making a selection. There is no exact science, but coaches go through an interview process with the League Manager or member of the NYFL staff. Each coach is asked about his skills in working with children and parents and other members of a team. Each coach is expected to provide his own assistant coaching staff, medical personnel, cheer coach, equipment manager and any other staff who will have association with the team.
2. Each volunteer must provide a Police background check to assure the suitability of working with your children. Each coach is then given a head coach contract to sign ensuring a complete understanding what the NYFL and the parents on the team expect from the coach. When the coach agrees, the NYFL assigns a team. These people are volunteers who are not paid, but give their time freely to work with your children. Be supportive of their talents and knowledge for they are teaching your kids the game of football. These people are human and sometimes they have good days and bad days. Please file any grievances regarding the performance of your coach with the NYFL.
3. Parents have the right to expect the head coach and his staff to be personally working with their child during each practice. Practices are designed to help each player achieve their greatest potential and sense of worth to the team. As a parent, if you feel your child is being neglected or not participating in team practices, you are encouraged to notify the league commissioner in writing as soon as possible so the league can correct the problem. This must be done in writing and sent to the league office or emailed to the league President or League Manager. Please do not call. Parents have the right to issue a written complaint regarding those associated with their team (ie: coaches, assistant coaches, league officials etc.) only. Please do not write us to complain about a bad call made by S.C.R.
4. The NYFL is a big organization and it is nearly impossible for league administrators to be everywhere at one time. If you believe you are being treated unfairly, we encourage you to issue a hand delivered written complaint within 72 hours of the infraction to the league commissioner. Unless we hear from you, the NYFL believes your team is operating within the guidelines as set forth by the NYFL. It is not helpful to wait for the end of the season and issue a complaint when there is little that can be done. Please understand the League needs your input.
5. In the event of an injury which requires an insurance claim, it is the parent or legal guardian's responsibility to obtain an accident report from the head coach (or the league if necessary). Please complete all written requirements and submit the claim along with the accident report to the insurance company within seven (7) days of the injury. A copy of all claims is to be given to the NYFL by the parent or guardian so the league can verify your claim with the insurance company. This is a Parent responsibility.
6. Participating parents who assist the team in fundraisers have the right to have an accounting from the head coach as to the use of the team funds. Parents should have a weekly meeting with the head coach to discuss fund raising events, how much is needed for approved activities, and how much has been collected.
7. The NYFL does not have any responsibility regarding team finances nor does the NYFL get involved with finances of a team unless funds have been misappropriated. In this instance, the NYFL will assist the team in prosecuting the offender.
8. Registration covers the cost of eight (8) regular season games for all levels. Post-season play is by league invitation only.
9. The $100 team registration fee is a head coach's responsibility, which is committed to at the time of being granted a team in the NYFL. It is generally understood that a head coach may ask the parents on a team to assist the team in finding a Sponsor for the team. A team that has not paid the team registration fee is excluded from play off competition. It is the right of a Parent to inquire of the head coach as to the status of the team registration fee.
10. It is contrary to the rules of this league to permit anyone including parents to use tobacco, alcohol or drugs at any NYFL events including practice. It is a parent's responsibility to notify the NYFL of any infractions.
11. It is a parent's responsibility to notify the NYFL of any use of profanity, sexual or physical assaults or any act of aggression towards anyone associated with the team. We need to keep our children safe.
12. The NYFL understands when organizing teams that many types of personalities are put together on a team. Please remember that coaches and all volunteers are not paid, but donate their time freely for your benefit. The NYFL will within reason do everything possible to ensure you and your child have a good experience.
13. Practice fields are allocated by the Park and Recreation Department and not in the control of the NYFL. It is the desire of the NYFL to have a park within close proximity of your home, but not always possible. Teams in the NYFL may be asked (by Parks and Recreation Department) to travel great distances or to vacate one field for another. This is not in the control of the NYFL.
14. It is the parent's responsibility to make sure your player is ready for a game. It is not the head coach's responsibility. Each player must have his helmet, shoulder pads, 7 piece pad set, game pants, socks, cleats, hard cup, mouth piece, jersey and pants prior to start of a game and Player I.D. card. All equipment is to be inspected by the parent for safety and should be in good working order prior to the start of the game.
15. Parents must inspect the field condition to make sure their child is playing in a safe environment. If you deem something unsafe, it is your responsibility to remove your child from that event.
16. The League photographer is an independent contractor and is not affiliated with the league. The photographer is solely responsible for the distribution of all team or player/cheerleader photographs, not the League. If you have a problem, contact the photographer.
Message to Parents
1. This league is designed for you and your children. All coaches, assistant coaches, managers, league administrators are volunteers who work with children with one purpose, to teach your children football and cheerleading, good sportsmanship, fair play and a desire to do all of this with fun.
Look from the eyes of a coach who stands at the head of a team of 32 new players and cheerleaders along with parents with a variety of different backgrounds, views and sense of directions. These coaches are doing their best to pull this entire group of people with one purpose and that is teaching football or cheerleading and having fun. Support your coach. You may not always agree with his decisions, but support the coach. If you find it is not going the way you desire, please contact the Camp Representative in your area. If that does not resolve the issue, contact the League Commissioner.
Individual Player Equipment: The NYFL regrets that it can no longer provide player equipment. This is as a result of leagues around the country being sued and the rising cost of insurance (insurance companies are forced to defend lawsuits due to injury) if we do provide it.
Player and Cheerleader Code of Conduct
RESPECT FOR AUTHORITY: Any act of disrespect by a player or cheerleader toward a coach, player, cheerleader, league official or team can result in disciplinary action by the League.
NO FIGHTING: Any fighting or otherwise abusive behavior by any player, cheerleader or team will not be tolerated by the League. Immediate ejection of the instigating parties is mandatory, up to and including:
Mandatory (1) game suspension
Removal from the team for the season
Possible (1) year suspension from the league
(See League Infraction Matrix in Appendix A for further details)
INTIMIDATION: Verbal or physical intimidation of opponents outside of the normal across the line talk is not allowed.
The Grievance Committee is elected to assist with problems that may arise in the league. A grievance committee may be called to correct problems with a team, players, and parents within the League.
A Complaint must be received within 72 hours of the infraction to be valid. There is no point in filing a grievance after the season is completed.
Grievances regarding Player Eligibility can be challenged by a team or parent. This kind of a Grievance requires a $100 fee that is given to the League Manager with the written complaint. If the complaint proves correct, the $100 fee will be returned to the originator of the complaint and action will be taken against the party that has broken the rules. If the complaint proves incorrect, the $100 will be given to the team who was accused of eligibility infraction.
The Grievance committee is called by the League Manager or president of the league. The Committee is comprised of at least three neutral members that will hear the complaints that the Committee has received.
Each party in the Grievance will be heard. Each party has the right to due process, and will be given the opportunity to provide evidence of their complaint. Each party will be given the opportunity to present witnesses, video, sound bites, written documentation or any other form of evidence that will support their complaint.
The witnesses will have no more than five minutes to present their testimony and after the three witness's testimony, the Chairman of the Grievance Committee may elect to not hear any other collaborating testimony but will ask for any opposing testimony from a witness on the same party and may elect to not hear any more than three witness on an opposing testimony. This is in the interest of time.
Once due process has been served, the parties will be asked to leave and the Committee will then make a final decision regarding the complaint that has been received. The Parties will then be invited back and the decision of the Grievance Committee is declared. A decision from the Grievance Committee is final and cannot be appealed.
Issuing a grievance
Game Officiating is NEVER permitted to be protested. Good calls and bad calls are part of the game.
Refund Policy or Transfer of Payment
1. The league has a strictly enforced NO REFUND policy.
2. There are no exceptions for the NO REFUND policy.
3. The NO REFUND policy includes no transferring of funds of any type.
4. If you would like to protest the NO REFUND policy for your specific situation, please file a grievance with the grievance committee.
5. NO REFUNDS will be given due to player injury. An injured player is still part of a team.
6. NO REFUNDS will be given if a player quits, is removed from a team, or decides they don't like football.
7. NO REFUNDS will be given if a player moves out of town.
8. The NYFL uses the registration fee to cover the cost of many non-refundable player costs including player insurance, fields and officials. The NYFL does not receive a refund on these costs and therefore we have no way to give a refund to you. We apologize for any inconvenience.
